Privacy related update: Added account data download page, updated cookie consent message

Hello everyone! :)
You can now download the information stored about you on UT99.org in accordance with the General Data Protection Regulation (GDPR).
You find the page in the User Control Panel.
I've also updated the cookie consent message. The new the message shows more details.
As a side note, UT99.org is and will stay free of third party services like ads, analytics, fonts, maps and social media integrations.
