well maby they made a skin from that piece of texture.
I was realy playing that skin on other servers.
wrap a mirror around your skin and it looks awsume (joking), mirror texture.

I may give this a shot, PROPERLY, if I remember when I get home. Excepting I'd do it a bit different.
1) Take the bloodsplat texture and make the non-bloody parts transparent.
2) Take a skin and edit the bloodsplat over it.
3) Write up an .int for it.

I would advise that you skip step 1 there.
Some of those bloodsplat textures are 60-80% non-bloody parts when you slam them
on a player model.
Player skins probably shouldn't be that transparent.....

I still have no idea if sector agrees with me or not as to exactly what is going on with this.
Been playing last several days as a Nalicow with one of the bloodsplat textures as a skin.
The all white skin with the few red patches works well. It would just look wrong transparent anyway.
Online it is working on all my coop servers and a test DM server that is running the stock UT99 DeathMatchPlus.
The only 2 of my servers where this technique is not working online are both running custom gametypes
I wrote a few years back. Neither is running any sort of anti-cheat mod, so something I changed/fixed
has blocked this hack from even working on them. Been so long since I looked close at that code I don't
remember exactly what might be preventing this from functioning on those 2 servers.

I use transparent a little differently.
Say I wanna just change the eyes on a skin (which I do with Skaarj fairly often) so I take a copy of a Skaarj texture and make all of it except the eyes a blank white. I then make whatever changes to the eyes I wanna do.
I open the original texture in MSpaint and then I paste the texture with the eyes over that one, hitting the transparent option. It registers white as transparent, so only the new eyes are visible on the texture.
I use transparent to make minute edits to existing textures. So, by making only the non-bloody parts of a bloodsplat transparent, only the blood will show in the final edit of an existing skin.
Admittedly, it can be a bit annoying getting rid of everything but the part I wanna work with... but nobody said everything in editing has to be easy.

So you are pretty much putting the modified bloodsplat texture as an overlay over one of the
existing models skins? If so,
. That is the ideal way to do it I think.
Just a few moments ago I hopped on my Oldskool coop server and set behindview 1 and took a selfie.
They look pretty good with the white background as well I think. Sexy even.
