Any tool to add speech outside UT99 and user.ini?

I tried SpeechBinder2.2, but it isn't good. Are there alternatives which contain commands for modded games (jailbreak etc.) too?
Edit: i don't mean voice, jut a better tool to select key to give command to one of mots in my team.
