Mods changing running speeds?

It appears that when I play in turbo mode with some mods, All players are able to move full speed untill they are killed. Once they respawn they go back to hardcore. Is there any way I can remedy this? Modifications such as SWWM Platinum and Chaous UT seem to be the main offenders. However I can kinda forgive SWWM because the Ultramach forces a set speed when armed.

What gametype are you playing?
Might not make a difference but I've noticed over the years certain gametypes prefer Hardcore over Turbo. I start playing in Turbo when I'm doing an Assault game and find later it switched itself back to Hardcore. Sometimes happens with Domination too.

I mostly play CTF and Deathmatch.
And the thing about the changes. They stay on Turbo in the configuring but it in game, the running speed slows down.
